Fernando Del Rosario Gonzalez Suspended for Two Years Over Doping Violation

The International Paralympic Committee (IPC) has imposed a two-year ban on Mexican para athletics athlete Fernando Del Rosario Gonzalez for breaching anti-doping regulations. This decision underscores the IPC’s unwavering commitment to uphold integrity and fairness in sports, particularly within the Paralympic sphere.

On 7 April 2024, during the men’s javelin F42 event at the Xalapa 2024 World Para Athletics Grand Prix, Gonzalez provided a urine sample that returned an adverse analytical finding (AAF) for a prohibited substance. The substance in question was Carboxy-THC, detected at levels exceeding the Decision Limit. This compound, a metabolite of THC (tetrahydrocannabinol), is categorised under class S8 Cannabinoids on the World Anti-Doping Agency (WADA) Prohibited List. Notably, it is classified as a Specified Substance and falls within the category of a Substance of Abuse, which is strictly prohibited during competition.

Upon the notification of his provisional suspension on 3 June 2024, Gonzalez accepted the findings and the proposed consequences from the IPC. His admission allows for a smoother resolution process, yet it does not mitigate the ramifications of the anti-doping rule violation (ADRV). He will be barred from all competitive activities, alongside other sporting engagements (excluding authorised anti-doping education or rehabilitation programmes), from 3 June 2024 until 2 June 2026.

Despite acknowledging the violation, the case was not processed under the Substance of Abuse provisions because Gonzalez could not convincingly demonstrate that his use of Carboxy-THC was entirely out of competition or motivated by non-performance-related reasons. This highlights a critical aspect of doping regulations: the onus of responsibility lies firmly with the athlete.

The consequences do not stop at the ban. All results achieved by Gonzalez during the men’s javelin F42 event at the Xalapa 2024 Grand Prix are disqualified, entailing forfeiture of medals, points, and any other accolades he may have received. Furthermore, results achieved between the date of the sample collection and the initiation of his provisional suspension are also annulled, leading to a comprehensive sweep of any accomplishments during that period.

This situation serves as a reminder that athletes are strictly liable for any prohibited substances found in their samples. An ADRV occurs irrespective of the athlete’s intentions or negligence regarding the substance in question.
